Comment: Québec City and the Lévis opposite occupy a dramatic location on the river, both being built primarily high above the river. This photo, similar to #31, is attempting (badly) to show roofs of the "lower city" (la bassed ville), which, in fact, is the city's oldest settlement, and it is a traditional place where city tours start.
