Comments: Juan de Garay founded the second settlement on the site of Buenos Aires—this one permanent--in 1580. He founded it when sailing down the Paraná River from Asunción, Paraguay. The name he gave his settlement was Santísima Trinidad (Holy Trinity), but the port, which is one of the world's busiest ports, was called Buenos Aires.
